iHolding’s plans for Kaz Riviera, Cargo City and Talgar Echo City move forward alongside preparations for W1’s inaugural championship in August 2027.
ALMATY, KAZAKHSTAN — October 23, 2026 — iHolding Group is bringing together destination development, logistics infrastructure and international sport in a programme led by Founder and Chairman Alain Khoueiry, following discussions with Chingis Arinov, Akim of Almaty Region.
At their October 22 meeting, Khoueiry and the iHolding team presented the next steps for Kaz Riviera, Cargo City and Talgar Echo City, together with plans for Kazakhstan to welcome the inaugural W1 World Championship in August 2027.
According to iHolding, the discussions confirmed regional support for advancing the initiatives, including approval of the proposed 800-hectare land area for Kaz Riviera and 4,500-hectare area for Cargo City. The group is prioritising the detailed planning, technical preparation and administrative procedures needed to progress towards implementation.
The programme reflects Khoueiry’s ambition to connect investment with lasting economic activity: attracting visitors, supporting trade, developing communities and creating international partnerships.
A Waterfront Destination with a Sporting Dimension
Kaz Riviera is envisioned as an 800-hectare development on the shores of Kapchagay Lake in Konaev. Planned elements include hospitality, residential areas, recreation, entertainment and marine experiences.
The project aims to build a destination that serves residents and attracts international visitors while supporting employment and opportunities for local enterprises.
International water racing adds a distinctive dimension to that ambition. Kazakhstan has signed to become the first host destination for the W1 World Championship, scheduled for August 2027 in the Almaty region.

W1: A New Competition with Global Ambitions
Registered in the United States and led by Alain Khoueiry as President of W1, the developing championship aims to become one of the world’s premier water racing competitions.
Its racing craft will be manufactured by FERRELLI, the boat manufacturer owned by Alain Khoueiry together with Vivasor. Shared technical standards within each class are intended to place pilot skill and competitive performance at the centre of the racing.
The proposed event combines professional competition with hospitality, entertainment and fan activities. Kazakhstan’s role as the inaugural destination offers an opportunity to introduce international teams, sponsors and visitors to the region’s waterfront, scenery and hospitality.
Cargo City and Talgar Echo City Broaden the Investment Vision
The proposed 4,500-hectare Cargo City is intended to support cargo operations, warehousing, logistics and related commercial services. iHolding aims to engage operators and investment partners interested in Kazakhstan’s connections with regional and international markets.
Talgar Echo City complements the programme through urban development. Further work will focus on its development concept, infrastructure needs and investment framework in coordination with the relevant authorities.
Together, the projects connect the movement of people and goods with the development of places to visit, work and live.
Regional Cooperation and the Work Ahead

iHolding welcomed the support of Akim Chingis Arinov and the regional administration, highlighting cooperation as essential to advancing preparations and maintaining momentum.
Khoueiry’s stated priority is to move the projects forward as soon as practicable, placing Kazakhstan’s economic benefit at the centre of the programme alongside its commercial objectives.
The next phase will focus on technical studies, implementation schedules, investment partnerships and coordination with the relevant authorities. Through these initiatives, iHolding seeks to turn its development ambitions into enduring opportunities for the Almaty region.
